    Regulatory Climate


    The Resource Management Act 1991 requires local authorities to ensure that land is managed on a sustainable basis. The Marlborough District Council Resource Management Plans have been developed through an extensive consultation process with the community and the Marlborough Forest Industry Association. In the inland parts of Marlborough, production forests are a permitted activity, however in the Marlborough Sounds it becomes a discretionary activity. The requirements for forest growing and processing industries are detailed in the District Plans and landowners need to make themselves aware of them. There are land management and forestry consultants who specialise in assisting potential investors.

    As a substantial forest owner in its own right, the Marlborough District Council is supportive of the local forestry industry.

    The Health and Safety Employment Act 1992 requires all employers to have an active Health and Safety Management System that includes processes for the identification and control of all work associated hazards.

    Forests & Rural Fires Act 1977 regulates the prevention and control of fires in forest and rural areas. Fire protection is a fundamental requirement in the management of any forest and forest owners need to be aware of the requirements under legislation.
